
Captain Brookes A. Williams

Captain Brookes Williams is a native of St. Paul, MN. She attended Gustavus Adolphus College earning a Bachelor of Arts Degree in Nursing in 2001. Prior to joining the Navy, CAPT Williams worked as a staff nurse on a cardiac stepdown unit at Immanuel St. Joseph’s Hospital, Mankato, Minnesota and the Emergency Department at the University of Minnesota Medical Center, University Campus in Minneapolis, Minnesota. She commissioned an Ensign in the Navy Nurse Corps in 2003.
She served on the Internal Medicine Ward and later in the Emergency Department at Naval Medical Center Portsmouth, Virginia until deploying with Expeditionary Medical Facility Portsmouth to Kuwait in 2004, where she promoted to Lieutenant Junior Grade. Moving overseas to 3D Medical Battalion, Okinawa, Japan in 2005, Lieutenant Williams deployed in support of Combined Medical Relief Team Three to Shinkiari, Pakistan. In 2007 she reported to Naval Hospital Camp Pendleton, CA, and deployed to Iraq and Afghanistan in 2009 as a member of the Joint Theater Trauma Team. Her passion for operational nursing led her to accept orders to Fleet Surgical Team Three, San Diego, California in 2010. While assigned, she deployed on a Western Pacific deployment with the Boxer Amphibious Ready Group in 2011 and promoted to Lieutenant Commander in 2012.
After three years working with the surface Navy, she returned overseas in 2013 and spent two years at U.S. Naval Hospital Naples, Italy. Her interest in the operational mission steered her to the role of Medical Programs Training Officer at Marine Corps Training and Education Command, Quantico, Virginia in 2015. Returning to the Military Treatment Facility in 2018, she served as the Chief of Emergency Nursing, Fort Belvoir Community Hospital, Fort Belvoir, Virginia.
In 2021, she was selected as the Director for Public Health Services, Naval Health Clinic Quantico, Virginia. From June 2023, she served as the Executive Officer for Navy Medicine Readiness and Training Command Bethesda and will report to Navy Medicine Readiness and Training Command Quantico in May 2025 to serve as Commanding Officer.
Concurrently while on active duty and assigned to Naval Hospital Camp Pendleton, she earned a Master of Science Degree in Exercise Science Summa Cum Laude from California University of Pennsylvania in 2009.She also completed her Master of Science in Nursing in Advanced Emergency Nursing while stationed at Marine Corps Training and Education Command in 2016, and is dual board certified as a Family Nurse Practitioner and an Adult Gerontology Acute Care Nurse Practitioner. She completed Joint Professional Military Education Phase I through the Naval War College in 2018 and attained the Certificate in Healthcare Modeling and Simulation through Naval Postgraduate School in 2019.
CAPT Williams’ personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (one gold star), Joint Meritorious Commendation Medal, Navy and Marine Corps Commendation Medal (three gold stars), Navy and Marine Corps Achievement Medal, and several campaign medals and unit awards. She is married to Rob and has two children, Alex who is six and Madi who is four.

Master Chief Hospital Corpsman Ritchie Noel R. Luna, born in Bacoor, Cavite, Philippines, enlisted in the Navy from Marrero, Louisiana after graduating high school in 1998. He completed Recruit Training, HM “A” School in Great Lakes, Illinois and Field Medical Service School (FMSS) in Camp Lejeune, North Carolina. In December 1998, he reported to his first command at Naval Hospital Guantanamo Bay, Cuba as a General Duty HM. In June 2000, Hospitalman Luna reported to Naval School of Health Sciences in San Diego, California and attained the NEC 8506 (L031) as Advanced Medical Laboratory Technician and was later promoted to Petty Officer Third Class. He then reported to Naval Hospital Beaufort, South Carolina in August 2001 and deployed to Al Asad, Iraq in 2004 with Marine Wing Support Squadron 273 in support of OIF II and was advanced to Petty Officer Second Class.
From May 2005 to April 2008, Petty Officer Luna was stationed at Naval Hospital Sigonella, Italy. He worked in the Laboratory Department and was advanced to Petty Officer First Class in September 2007. From May 2008 to August 2011, Petty Officer Luna reported to USS IWO JIMA (LHD7) in Norfolk, Virginia. He contributed to various command and departmental achievements that led to his selection as the 2009 Naval Leadership Award for Commander, U.S. Naval Surface Forces Atlantic. He held the positions as the Medical Training Team Leader, Enlisted Surface Warfare Specialist Program coordinator, and Enlisted Aviation Warfare Specialist board member. He deployed to 5th & 6th Fleet AOR, Continuing Promise, and Fleet Week NY in 2009, 2010, and 2011.
From August 2011 to May 2015, Petty Officer Luna reported to Naval Hospital Yokosuka, Japan and was selected to Chief Petty Officer in September 2012. He held the positions as the LCPO for the Directorate for Clinical Support Services, Directorate for Public Health, Directorate for Human Resources, Directorate for Business Administration, and Patient Administration. From June 2015 to June 2019, Chief Luna reported to Naval Hospital Lemoore, California and assumed the positions as the SEL for the Directorate for Dental Services, Directorate for Clinical Support Services, Directorate for Surgical Services, and deployed to NATO Role 3 in Kandahar, Afghanistan and advanced to Senior Chief Petty Officer upon return. In August 2019, Senior Chief Luna reported to 2d MARDIV, II MEF as the Navy Senior Enlisted Leader for 8th and 2nd Marine Regiments. From February 2022 to June 2024, he reported to USS DWIGHT D. EISENHOWER (CVN69) in Norfolk, Virginia as the Medical Department Leading Chief Petty Officer. He deployed to 5th and 6th Fleet AORs and supported various missions in the Red Sea and was later selected to Master Chief Petty Officer. He is currently the Command Master Chief at NMRTC Quantico at Marine Corps Base Quantico, Virginia.
His personal awards includes the Meritorious Service Medal (2nd award), the Navy and Marine Corps Commendation Medal (3rd award), the Army Commendation Medal, the Navy and Marine Corps Achievement Medal (4th award), and Military Outstanding Volunteer Service Medal (2nd award). He is a graduate of the Navy Senior Enlisted Academy Orange Class 234, the U.S. Coast Guard Chief Petty Officer Academy Class 221, CMC/COB Course Class 233, and holds a Bachelor degree in Healthcare Administration, Associates degree in Health Sciences, and RBLP-T certified. He is married to his lovely wife Jasmine of 19 years and have four children together.
